Larry Graham, a Democrat seeking the nomination in the 19th Congressional District, which includes White Plains through northern Westchester, all of Putnam County and parts of Dutchess and Orange county, said that he would like to make education his top campaign issue and wants to require all 4-year-olds to attend prekindergarten classes in public school.

Under state law, children are not required to attend school until first grade, said Teachers College Professor Thomas Sobol. "Many parents want the right to keep their children home before they are shipped off, until they are a little older. It's a funny platform for a campaign, and it's going to tick off a lot of people."
